Working with Sector Skills Councils
Government expects the reformed and refocused Commission to change the way it works: to move from having a top-down ‘oversight and planning’ role, to a strategic role, working with employers, trade unions and other public organisations with the aim of significantly raising employer ambition.
We therefore:

Believe sector leadership is about creating the conditions for increased investment in skills and better utilisation of skills, which drive enterprise, create more and better jobs and economic growth

Are looking for Sector Skills Councils to provide strong sector leadership, identifying and delivering skills challenges and solutions which support enterprise, jobs and growth

Have set out with government a clear platform for Sector Skills Council transition with the UK Commission empowered to lead the change.
From this, the primary role of Commissioners is to invest in sector leadership that can raise skills levels and drive enterprise, jobs and growth – wherever it is strongest. This means moving away from the current equal shares core funding model (of SSCs) to an investment-based, contestable and differentiated approach, by 1 April 2012.
